SIM cards, eSIMs and Wi-Fi in Vlora
Albania is outside the EU’s free-roaming area, so check your plan before you land. A local prepaid SIM needs your passport; an eSIM avoids the shop altogether.

Will my phone work?
Yes — but not necessarily at home prices. The EU’s “roam like at home” rules cover EU countries, Iceland, Liechtenstein, Norway, Moldova and Ukraine. Albania is not on that list, so data roaming can be expensive unless your operator includes Albania in a travel pack.
Before you travel: check your operator’s Albania rate, or switch mobile data off and rely on Wi-Fi until you have a local plan.
Buying a local SIM
Albania’s main mobile networks are Vodafone Albania and One. Both sell prepaid SIMs through their own shops and resellers around the country — we have not verified individual Vlora shop addresses, so ask your host for the nearest one. Prepaid packs aimed at visitors are common.
- Bring your passport. Prepaid numbers must be registered with a passport or ID card — Vodafone Albania’s own terms say so.
- Ask the shop to activate the pack and check data works before you leave.
- Your phone must be unlocked to take another operator’s SIM.
We do not quote bundle prices: they change often. See the operators’ own sites.
eSIMs
If your phone supports eSIM, a travel data plan for Albania can be bought online before you leave and switched on when you land — no shop, no paperwork at the counter. International eSIM apps and some local operators sell them; compare data allowance, validity and the network used.
Wi-Fi and power
- Most hotels, apartments and cafés offer Wi-Fi; ask for the password.
- Albania uses European two-pin plugs (types C and F) at 230 V, as in most of continental Europe.
- Emergency calls to 112 do not depend on your data plan.
